Terms of service
The rules for using the Smart Meter app and service. By signing in, you agree to them.
Last updated: 5 November 2026
The service
Smart Meter is a prepaid electricity service for buildings, run by Lockwood Technology Limited. With the app you can buy electricity for a meter you have access to, see its credit and usage, share it with people you live with, and report a fault.
Who can use it
You must be 18 or older. Your building manager or our team links your phone number to a meter, or the meter owner shares it with you. If you cannot see a meter, ask the meter owner or your building manager to add your number.
Your account
- You sign in with a code sent by SMS to your number. Keep your phone and your app lock PIN to yourself.
- You are responsible for what happens on your account, and for who you share a meter with. You can remove a shared person at any time.
- Tell your building manager or us if your number changes or your phone is lost.
Buying electricity
- The app shows the rate before you pay. It includes the energy price and any building service charge, and the rate at the moment you pay applies to that purchase.
- You pay by mobile money through Malipopay, a payment provider, and your mobile money provider may charge its own fees.
- After payment we deliver a token to your meter. If the meter cannot be reached, you can type the token on the meter keypad, so keep it private until you have used it.
- Your building manager may also sell you electricity directly.
Refunds
If you paid and did not get a token, or you paid a different amount from the one requested, contact us with the payment reference. We will check the payment and either deliver the token or refund the paying number. A token that has already been loaded on a meter cannot be refunded.
Moving out and disconnection
- Credit belongs to the meter. When you move out, any credit left stays on the meter for the unit.
- Your building manager or our team can disconnect a meter and must record a reason. You will get an SMS when that happens, and another when it is reconnected.
- Your access to a meter ends when your manager or our team records your move, or when the meter owner removes you.
What you must not do
- Open, bypass or tamper with a meter, or use a token that is not meant for you.
- Try to reach a meter, account or data you have no right to, or try to break the service.
- Send abusive, threatening or illegal text in a fault report. We may remove such text and block the account that sent it. To report a problem, contact support.
When the service is unavailable
Meters depend on power and on the mobile network, and payment and message providers can have outages, so credit and usage may be out of date at times. We work to keep the service running but cannot promise it will never be interrupted.
Our responsibility
The electricity supply itself comes through your building, and faults in the supply or wiring are for your building manager. To the extent the law allows, we are not liable for indirect losses, and our liability for a purchase is limited to its amount. Nothing here takes away rights you have under Tanzanian law.
Ending your account
You can ask us to close your account at any time: see Delete your account. We may suspend an account that breaks these terms. How we handle your data is in the Privacy policy.
Changes and governing law
When these terms change, we update the date at the top of this page. If you keep using the service after a change, the new terms apply. The laws of Tanzania govern these terms.
